Small Business Resources

Federal, state, and local governments, as well as other organizations, have acted quickly to create programs to assist small and mid-sized businesses to minimize the economic impact of this crisis. We encourage you to research these programs to determine which ones your business may be eligible for.

U.S. Small Business Administration (SBA) Coronavirus Relief Options

In addition to traditional SBA funding programs, the CARES Act established several new temporary programs to address the COVID-19 outbreak.

Economic Injury Disaster Advance Loan

In response to the Coronavirus (COVID-19) pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan (EIDL) advance of up to $10,000. This advance will provide economic relief to businesses that are currently experiencing a temporary loss of revenue. Funds will be made available within three days of a successful application. SBA Economic Injury Disaster Loans

SBA’s Economic Injury Disaster Loans (EIDL) offer up to $2 million in assistance per business, providing economic support to overcome the temporary loss of revenue. EIDLs may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. The interest rate is 3.75% for small businesses and 2.75% for private non-profit organizations, which are also eligible for EIDLs. Click this link to apply for SBA disaster loan assistance.

SBA Express Bridge Loans

Enables small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 quickly.

The SBA is providing a financial reprieve to small businesses during the COVID-19 pandemic.

WHNT Program to Promote Your Business
Do you operate a business in the Huntsville area that has been forced to adapt your business model due to COVID-19? Are you a restaurant offering delivery or a retailer offering online/virtual styling sessions, lessons, etc. Fill out the form linked above to have your business added to WHNT’s database.

Arkansas

Quick Action Loan Program
Eligible companies may apply for a loan or a loan guaranty of up to $250,000. The Quick Action Closing Fund will prioritize small to medium-sized companies that are in the supply chain of essential goods and services. The primary use of funds will be to support small businesses with job retention. View a list of participating lenders: HERE

California

California Infrastructure and Economic Development Bank Finance Programs
The State of California is allocating $50 million to the Small Business Finance Center at California’s IBank to mitigate barriers to capital for those small businesses (1-750 employees) that may not qualify for federal funds (including businesses in low-wealth and immigrant communities). The $50 million allocation will be used to recapitalize the IBank Small Business Loan Guarantee Program.
Disaster Relief Loan Guarantee Program
This program provides guarantees for loans of up to $50,000 for small business borrowers in declared disaster areas.

Florida

Florida Small Business Emergency Bridge Loan Program
This program provides loans of up to $50,000 for small businesses affected by COVID-19. The loans are meant to serve as short-term funding that can be repaid once businesses can access alternative funding. Loans are interest-free for one year; after that, the interest rate rises to 12%. For-profit businesses with two to 50 employees are eligible to apply. Submit an application by May 8, 2020.

Georgia

Georgia Chamber COVID-19 Resource and Recovery
The GA Chamber is encouraging businesses to make fact-based decisions and stay informed on COVID-19. The Chamber has put together a list of resources and webinars to aid small businesses during this time.

Illinois

Illinois Department of Commerce & Economic Opportunity (DCEO)
The DCEO staff and Small Business Development Centers across the state of Illinois will be available to assist businesses with access available support for those impacted by the COVID-19 pandemic.
Illinois Small Business Emergency Loan Fund
The Illinois Department of Commerce and Economic Opportunity (DCEO) and the Illinois Department of Financial and Professional Regulation (IDFPR) have established the Illinois Small Business Emergency Loan Fund to offer small businesses low interest loans of up to $50,000. Small businesses outside of the City of Chicago with fewer than 50 workers and less than $3 million in revenue in 2019 can apply.
The Business Invest - Illinois Small Business COVID-19 Relief Program
This program is an impact investment loan program under which the State Treasurer has made up to $250 million in deposits available to financial institutions throughout the state, at near-zero interest rates, to assist Illinois small business and non-profits that have been negatively affected by the COVID-19 pandemic.
Downstate Small Business Stabilization Program
The Downstate Small Business Stabilization fund has been established to provide working capital funds to community businesses economically impacted by COVID-19. The program makes funds available for 60 days of verifiable working capital up to a grant ceiling of $25,000 and is available for businesses that employ 50 people or less. These funds may be used to assist private for-profit small retail and service businesses, or businesses considered non-essential by the Governor’s Executive Order without the ability for employees to work remotely.

Michigan

Michigan Small Business Relief Program
The Michigan Small Business Relief Program grants are administered by 15 local and nonprofit economic development organizations (EDOs). Applications are now closed, but the list of local EDOs remains accessible to provide additional resources and possible future funding opportunities.

Minnesota

The Minnesota Small Business Loan Guarantee Program
This program will provide an 80% guarantee on loans of up to $200,000 to help lenders provide funding to businesses. The program is for businesses with fewer than 250 employees that are based in Minnesota.

Mississippi

Mississippi Economic Council
The State Chamber of Commerce in Mississippi has compiled a list of resources to help educate businesses on the coronavirus and available funding opportunities for those impacted.

Missouri

Small Business Grant Program
The purpose of this program is to provide grants to small businesses and family-owned farms for reimbursement of costs of business interruption caused by required closures in connection with the COVID-19 public health emergency. The Dept. is focused on impacting the hardest hit industries, which include retail trade, accommodation and food service and health care. Deadline to apply is August 31, 2020.

St. Louis

STL Partnership
STL Partnership provides small business owners with necessary resources to help during this time.
The Gateway Resilience Fund
This fund will provide short term monetary relief to employees and owners of independent bars, restaurants, and shops in the St. Louis area affected by closures and other circumstances brought about by the COVID-19 outbreak. Applications for this fund are temporarily closed, but will resume when additional funding is available, please check back.

North Carolina

NC COVID-19 Rapid Recovery lending Program
The NC COVID-19 Rapid Recovery Lending program supports North Carolina small businesses as they recover from the economic impact of COVID-19. This rapid recovery loan helps small businesses bridge the gap between when crisis strikes and when federal loans, insurance payouts, and other relief funds are approved, or businesses have time to recover. This is not a grant program and repayment is expected. Applicants must be a NC small business affected by COVID-19, have at least one (1) employee, who could be the self-employed owner. Start-up businesses that began operations before March 23, 2020 are eligible.
North Carolina Utilities Commission
This is a copy of the July 29, 2020, Order of the North Carolina Utilities Commission, modifying and extending certain utility-related matters previously set forth in Governor Cooper's Executive Orders, including Executive Order Number 124 and 142. The North Carolina Department of Health and Human Services and the North Carolina Department of Environmental Quality are working with Utility Service Providers to publicize payment assistance programs to aid customers, particularly customers qualified for the Low Income Energy Assistance Program, in the payment of their utility bills. Additionally, please be aware of other potential sources of financial support, including the North Carolina Department of Health and Human Services' Crisis Intervention Program.

North Dakota

North Dakota Opportunity Fund
The NDOF Steering Committee has approved a disaster assistance loan program for small businesses located in the consortium communities that have been adversely impacted by COVID-19. The Opportunity Fund leverages private financing to help North Dakota small businesses and manufacturers attain the loans and investments needed to expand create jobs.
The PACE Recovery program (CPRP)
The COVID-19 PACE Recovery Program assists local financial institutions in providing loans to support North Dakota Businesses in their economic recovering due to the COVID-19 pandemic.
Small Employer Loan Fund (SELF)
The Small Employer Loan Fund (SELF) assist local financial institutions and certified development corporations (CDC's) in providing loans to assist in very small North Dakota businesses in their recovery from the negative impacts caused by the COVID-19 pandemic.

Bismarck-Mandan Chamber of Commerce EDC
The Bismarck-Mandan Chamber has compiled a list of resources for small businesses in North Dakota.

Pennsylvania

Working Capital Access Program
This program offers loans up to $100,000 and have three-year terms with a 12-year amortization schedule. All loans have a 0% interest rate, except for agricultural producers, who will have a 2% fixed interest rate for the life of their loan. For-profit businesses in Pennsylvania with 100 or fewer full-time employees in the retail or service sectors. Businesses interested in applying will have to do so in the county their business is located in.

City of Charleston Business & Neighborhood Services
The City of Charleston Business & Neighborhood Services compiled a resource list for the community to include essential resources, small business support.
Lowcountry Local First
COVID-19 resource and action center for local businesses.

Tennessee

Tennessee Department of Health Services
TDHS can provide up to two months of emergency cash assistance to families that have lost employment or at least 50% of income as a result of COVID-19.

Chattanooga

COVID-19 Mitigation Grant Program
The CHA 90-Day Stabilization Fund will create a competitive grant pool that will be used to provide relief to small businesses. Funds from this grant can be used as working capital. Businesses that had 1-4 employees as of Mar. 1 will be eligible to receive $2,000 and businesses with 5 or more employees as of Mar. 1 will be eligible to receive $5,000. Businesses must be located within the Chattanooga city limits and must not be a franchise business or affiliated with any national or regional brand.
COVID-19 Small Business Bridge Loan Program
The CHA 90-Day Stabilization Fund will create a competitive small business bridge loan initiative that will be used to provide relief to small businesses. Loan amounts will be determined with the assistance and the administration of the Southeast Tennessee Development District. Eligible businesses must have employed between 1 and 50 (full or part-time) workers as of Feb. 1, 2020, be located within the Chattanooga city limits, and must not be a franchise business or affiliated with any national or regional brand. Application deadline: June 30, 2020.

Nashville

Southern Smoke Emergency Relief Program
Southern Smoke’s program provides emergency funding to those employed by or in ownership of restaurants and bars.
United Way of Greater Nashville Response Fund
The COVID-19 Response Fund was created to assist individuals, families, and nonprofits experiencing financial hardship due to this virus.

Texas

Texas Woman’s University – AssistHer Emergency Relief Grant
The purpose of this grant is to help woman-owned businesses (at least 51% directly owned and controlled by one or more women who are U.S. citizens) sustain their businesses while under economic hardship due to COVID-19. The funds can be used for technology upgrades or other items needed to change or adapt your business model, including operating expenses (except payment of sales tax, payroll, purchase of food, penalties and fees, and charitable donations).

Utah

Utah Leads Together Small Business Bridge Loan Program
Offers loans of $5,000 to $20,000 with 0% interest rate for up to 60 months. Repayment can be deferred for up to 12 months. Small businesses in Utah with fewer than 50 employees who can show six months of estimated revenue loss or other documented loss evidence. Application deadline: April 16, 2020

Virginia

VA 30 Day Fund
Virginia-based businesses that qualify for assistance from this fund are: small businesses that employ three to 30 people and are owned and operated by a Virginia resident. The funds dispersed to small businesses by the Virginia 30 Day fund do not need to be repaid.

    The CDC has provided guidance for businesses and employers to plan, prepare, and respond to this crisis.
  • Community Foundation Public Awareness Initiative
    More than 250 U.S. community foundations in all 50 states have created relief funds to support those affected by COVID-19.
  • Facebook Small Business Grants Program
    Facebook is offering $100 million in cash grants and ad credits to help small businesses during this time.
  • Federal Communications Commission
    In response to COVID-19, more than 650 companies and associations have signed FCC’s pledge to Keep Americans Connected. For the next 60 days, participating companies pledge to not terminate service and to waive any late fees that residential or small business customers incur because of their economic circumstances as a result of COVID-19 and open its Wi-Fi hotspots.
  • Forbes Small Business Relief Tracker
    Forbes has compiled a list of government agencies, private companies and non-profit organizations that are supporting small business owners.
  • Google Ad Credits
    Google has dedicated $340 million in ad credits for small and mid-size businesses with active Google Ad accounts. Users who have been active advertisers since the beginning of 2019 will receive a credit notification in their account in the coming months. Credits can be used during 2020 across all Google Ads platforms.
  • International Council of Shopping Centers (ICSC) Coronavirus Update
    ICSC provides updates for the shopping center industry with U.S. state-by-state business closures and mandates as well as a summary of legislative action to support relief for small business owners.
  • Internal Revenue Service (IRS)
    The IRS has postponed the federal income tax filing deadline to July 15. Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the amount owed. This deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay self-employment tax.
  • National Governors Association
    The National Governors Association website outlines the steps each state is taking to address the Coronavirus, including legislative action, along with updates from the CDC.
  • National Restaurant Association
    Through the Restaurant Employee Relief Fund, the National Restaurant Association will provide $500 grants to restaurant industry employees who have been affected by COVID-19. Registration will re-open on Thursday, April 9th at 12 noon Eastern Daylight Time, and 20,000 new registrations will be accepted.
  • National Retail Federation (NRF)
    NRF is compiling and updating resources for retail businesses impacted by COVID-19.
  • Restaurant Worker Relief
    The Restaurant Opportunities Centers United has compiled a list of national and local relief resources for restaurant workers.
  • Small Business Majority
    The Small Business Majority is compiling relevant tips, resources, and information on new funding opportunities and policy developments that affect small businesses.
  • USBG Bartender Emergency Assistance Program
    The United States Bartenders’ Guild is offering emergency assistance grants to bartenders, their spouses, and children.
  • U.S. Treasury – Families First Coronavirus Response Act
    Allows employers to tax deduct paid sick leave.
  • The Women’s Business Enterprise National Council (WBENC)
    As an advocate for women business owners and entrepreneurs, WBENC has compiled a number of resources to help constituents address and respond to the impacts caused by COVID-19.
  • Yelp Free Advertising
    Yelp is waiving advertising fees for many independent local restaurant and nightlife businesses and is offering free access to page upgrades including Business Highlights, Call to Action and Connect. The company is also offering $100 in free advertising for restaurant clients offering delivery and/or takeout.
  • Yelp/GoFundMe Partnership
    Yelp has partnered with GoFundMe to provide a fast and simple way for independent businesses to start fundraisers and accept donations through their Yelp pages. The Yelp Foundation and GoFundMe have also pledged to match up to $1 million in donations, with a $500 matching grant to eligible businesses that raise at least $500.

The health and well-being of the communities we serve, our customers, employees, and retail partners is always our top priority. The situation we are currently facing is unprecedented with the landscape continuously evolving. The role we play in our communities as a provider of employment, goods, services and commerce is an important one. Our properties have reopened with the following health safety measures in place.
  • Following all applicable guidelines set forth by state or local officials and/or health departments; including requiring masks for both customers and employees.
  • Encouraging everyone on property to follow social distancing guidelines.
  • Prohibiting groups of more than 10 people from congregating in mall common areas.
  • Cancelling or postponing all indoor events.
  • Limiting the amount of available food court seating to comply with social distancing guidelines and to discourage large groups from gathering.
  • Limiting access to common area amenities including children's play areas, soft seating areas and drinking fountains.
  • Requiring mall management staff, vendors, and contractors to wear masks in mall common areas, public spaces or when other people are present.
  • Encouraging retailers to provide their employees with masks and that employees wear masks while interacting with others.
  • Placing hand sanitzer units throughout the property.
  • Conducting temperature checks on all mall management, security and janitorial staff upon the start of each shift. Requiring that anyone with a fever of 100.4 F or higher and/or anyone experiencing symptoms return home and contact their healthcare providers.
  • Increasing the frequency of cleaning and sanitizing of all high-traffic common areas with an enhanced focus on all touch points with CDC-recommended cleaning agents.
  • Requiring each store and restaurant to follow applicable guidelines set forth by relevant government orders; which could include but is not limited to: occupancy restrictions, social distancing markers in checkout lines, cleaning and sanitizing procedures.
